Are the Chicago Riverwalk restrooms open in winter?

Where's the nearest restroom off the Riverwalk?
Street level, up any of the staircases to Wacker Drive. At the east end there's a Walgreens in the Wrigley Building whose second floor restroom is a local standby. The hotel lobbies along East Wacker are the other one.
